Developed by the Annie E. Casey Foundation, Belonging and Emotional Security Tool (BEST), Baltimore, MD, guides social workers in exploring a youths connections to foster parents and foster parents attachment/commitment to youth. The tool, one for youth and another for the parents help guide the discussion and decision making relative to permanency with a youth in their care. Discussions inform future planning.
